Voor veel ZZP\u2019ers klinkt het technisch, maar in de praktijk laat het vooral zien waar Nederland \u00e9n de Europese Unie naartoe bewegen.<\/p>\n<p>Hieronder vind je een duidelijke en praktische uitleg \ud83d\udc47<\/p>\n<hr \/>\n<h2>Wat is Peppol? \ud83c\udf10\ud83d\udce8<\/h2>\n<p>Peppol (Pan-European Public Procurement Online) is een internationaal netwerk en standaard voor het veilig uitwisselen van elektronische documenten \u2013 vooral e-facturen, maar ook bestellingen en leveringsbevestigingen.<\/p>\n<p>In de praktijk betekent dit:<\/p>\n<ul>\n<li>het is g\u00e9\u00e9n facturatieprogramma,<\/li>\n<li>het is de \u201cdigitale snelweg\u201d waarover boekhoudprogramma\u2019s gegevens versturen,<\/li>\n<li>het zorgt voor veiligheid, standaardisatie en automatisering.<\/li>\n<\/ul>\n<p>Met Peppol:<\/p>\n<p>\u2705 voldoe je aan overheidsvereisten<br \/>\n\u2705 verminder je fouten<br \/>\n\u2705 verloopt facturatie sneller en effici\u00ebnter<\/p>\n<hr \/>\n<h1>E-facturatie en Peppol in Nederland \u2013 huidige situatie (2025) \ud83c\uddf3\ud83c\uddf1<\/h1>\n<h2>Verplicht voor de publieke sector (B2G) \ud83c\udfdb\ufe0f<\/h2>\n<p>Werk je voor de overheid of een publieke instelling?<\/p>\n<p>Dan moet je:<\/p>\n<ul>\n<li>e-facturen sturen (dus niet alleen PDF),<\/li>\n<li>voldoen aan de Europese norm EN 16931,<\/li>\n<li>meestal facturen versturen via Peppol.<\/li>\n<\/ul>\n<p>\ud83d\udccc Dit geldt voor:<\/p>\n<ul>\n<li>de rijksoverheid (sinds 2017),<\/li>\n<li>gemeenten en andere decentrale overheden (sinds 2019).<\/li>\n<\/ul>\n<p>\ud83d\udc49 In de praktijk: factureer je aan een overheidsinstantie, dan is Peppol de standaard.<\/p>\n<hr \/>\n<h2>B2B (bedrijf\u2013bedrijf) \ud83e\udd1d<\/h2>\n<p>Op dit moment geldt in Nederland:<\/p>\n<ul>\n<li>e-facturatie tussen bedrijven is nog vrijwillig,<\/li>\n<li>Peppol is nog niet verplicht,<\/li>\n<li>de overheid stimuleert het gebruik wel sterk.<\/li>\n<\/ul>\n<p>\ud83d\udc49 Dus als ZZP\u2019er:<\/p>\n<ul>\n<li>mag je Peppol gebruiken,<\/li>\n<li>maar het hoeft nog niet.<\/li>\n<\/ul>\n<hr \/>\n<h2>Rol van de Belastingdienst \ud83e\uddfe<\/h2>\n<p>De Belastingdienst kijkt vooral naar:<\/p>\n<ul>\n<li>de inhoud van de factuur,<\/li>\n<li>en of deze voldoet aan de btw-regels.<\/li>\n<\/ul>\n<p>Dus:<\/p>\n<p>\u2705 de factuur moet fiscaal correct zijn<br \/>\n\u2757 de verzendmethode (mail, PDF of Peppol) is momenteel nog secundair<\/p>\n<hr \/>\n<h1>Wordt Peppol straks verplicht? \u23f3\ud83d\udcca<\/h1>\n<p>Per 2025:<\/p>\n<p>\u274c er is nog geen algemene wettelijke verplichting voor Peppol in B2B<br \/>\n\u2705 alleen e-facturatie richting overheid is verplicht<\/p>\n<p>Maar:<\/p>\n<ul>\n<li>Peppol groeit snel uit tot marktstandaard,<\/li>\n<li>vooral bij internationale handel en grotere organisaties,<\/li>\n<li>veel softwareleveranciers bouwen het standaard in.<\/li>\n<\/ul>\n<p>\ud83d\udc49 Belangrijk: toekomstige regels gaan waarschijnlijk over verplichte e-facturatie, niet per se over \u00e9\u00e9n specifiek platform.<\/p>\n<hr \/>\n<h1>Wat is ViDA en waarom is het belangrijk? \ud83c\uddea\ud83c\uddfa\ud83d\udce1<\/h1>\n<p>ViDA (VAT in the Digital Age) is een Europees pakket aan btw-hervormingen gericht op digitalisering.<\/p>\n<p>Belangrijkste plannen:<\/p>\n<p>\ud83d\udcc5 vanaf 1 juli 2030: verplichte e-facturatie voor grensoverschrijdende B2B-transacties binnen de EU<br \/>\n\ud83d\udcca verplichte digitale btw-rapportage<br \/>\n\ud83d\udcc4 gebruik van de Europese norm EN 16931<br \/>\n\ud83d\udd04 gefaseerde invoering richting 2035<\/p>\n<p>\ud83d\udc49 ViDA schrijft Peppol niet letterlijk voor, maar:<\/p>\n<p>Peppol voldoet al grotendeels aan de standaarden die ViDA vereist.<\/p>\n<p>Daarom verwachten veel experts dat Peppol de praktische standaard wordt.<\/p>\n<hr \/>\n<h1>Wat betekent dit voor ZZP\u2019ers? \ud83e\udd14\ud83d\udca1<\/h1>\n<h2>Nu (2025)<\/h2>\n<p>\u2705 Peppol is nog niet verplicht voor gewone B2B-facturen<br \/>\n\u2705 e-facturen zijn verplicht bij opdrachten voor de overheid<br \/>\n\u2705 facturen moeten btw-technisch correct zijn<\/p>\n<hr \/>\n<h2>In de toekomst (2030+) \ud83d\ude80<\/h2>\n<ul>\n<li>e-facturatie wordt waarschijnlijk de norm in heel Europa,<\/li>\n<li>klanten zullen vaker digitale standaarden eisen,<\/li>\n<li>Peppol wordt waarschijnlijk de standaardmanier van uitwisseling.<\/li>\n<\/ul>\n<hr \/>\n<h1>Wanneer is het slim om nu al met Peppol te starten?
